解决社会问题的“铁三角”：政府“慢”，商业“挑”，公益“穷”

leaf="">还有一种模式，处在商业和公益的交叉地带，既不算传统企业，也不算公益——这就是<span textstyle="" style="color: rgb(27, 129, 214);font-weight: bold;">社会企业：将解决社会问题本身当作赚钱的商机。</span>至于赚来的钱怎么分配，没有统一标准，有的不分红，全部再投入社会目标；有的按比例分红，比如英国社区利益公司曾设35%分红上限，浙江试点要求利润再投资不低于50%。但不管分不分红，它都不是公益——它只是在用商业手段做一件对社会有益的事。</span></p><p style="line-height: 2em;"><span leaf="">比如广东江门蓬江区那家被街坊喊作“婆婆妈妈公司”的善邻社区服务有限公司，2025年1月揭牌，有偿无偿混着做。一年下来营业额30万，净收益3万多，全反哺社区，给老楼道装扶手。商业的逻辑和解决社会问题的初心，还真能捏到一起。但这样的模式，目前还不多。</span></p><section data-role="outer" label="edit by 135editor" textstyle="" style="color: rgb(27, 129, 214);font-weight: bold;">“信任”和“温度”</span>。一个社工能蹲在病床前跟癌症晚期患者聊两小时，这叫“临终关怀”。政府编制不够，商业嫌利润薄，只有公益愿意并且能够用心做下去。</span></p><p style="line-height: 2em;"><span leaf="">而且公益的灵活性很强。体量小、决策快，能钻到毛细血管里去。一个社区发现有几户失能老人没人管，公益组织下周就能派志愿者上门。政府走流程？半年后再说。</span></p><p style="line-height: 2em;"><span leaf="">但公益的日子，真不好过。</span></p><p style="line-height: 2em;"><span leaf="">不是说它挣不到钱——公益组织完全可以提供收费服务，比如养老机构收护理费、培训机构收课时费，合法合规。唯一的区别是：商业公司赚了钱，股东可以分红；公益组织赚了钱，必须全部再投入公益事业，一分钱都不能私分。这叫<span textstyle="" style="color: rgb(27, 129, 214);font-weight: bold;">“非营利”，不是“不盈利”</span>。</span></p><p style="line-height: 2em;"><span leaf="">问题是，公益挣的钱往往留不住人。专业社工月薪三五千，干两年就走了。没有稳定的人才队伍，再好的初心也撑不住。更麻烦的是，公益的收入结构太脆弱——捐赠不稳定，政府购买服务结款慢，自己收费又不敢收太高（收高了，人家说你“打着公益旗号赚钱”）。想靠自我造血活下来，难。</span></p><p style="line-height: 2em;"><span leaf="">《慈善蓝皮书》数据显示，截至2024年底，全国社会组织总量为87.18万个，较2023年下降1.11%；截至2025年底，这一数字进一步收缩至83.4万个，自2021年以来连续多年下滑。其中，基层一线的社会服务机构降幅尤为突出，基金会在2025年首次出现年度负增长——数量从持续增长转为净减少。</span></p><p style="line-height: 2em;"><span leaf="">还有一个老毛病——<span textstyle="" style="color: rgb(27, 129, 214);font-weight: bold;">透明度差</span>。有的公益组织财务状况像黑箱，项目进展挤牙膏，时不时还爆出挪用善款的新闻。信任是一点一点攒的，也是一下子没的。</span></p><p style="line-height: 2em;"><span
