leaf="">近年来，我国大力推进“小而美”民生项目的建设，志愿者和志愿组织也大力发展“小而美”服务项目。那么，怎么认识和理解“小而美”志愿服务项目，怎么做到“小切口、大作用”，怎么做出越来越多的“小而美”项目品牌等，都是大家特别关心、特别关注的问题。为此，我们结合在各地区调查辅导的情况，从小而实、小而特、小而专、小而精、小而好、小而强的不同维度，进行初步分析，提供大家交流分享。</span></p></section></section></section></section></section><p leaf="">“小而实”的项目就是不追求形式、不虚张声势，而是认认真真了解群众的需求，踏踏实实做好惠民服务。因为，不论是大项目，还是小项目，单纯追求形式轰动，忽略服务群众实效的，都不能算是很好的项目。例如，一些志愿者和志愿组织，开展宣传法律政策的志愿服务，仅仅满足于在社区和农村举办宣传集市，仅仅满足于向城乡群众发放宣传单页，就完成服务流程了。这样就不是“小而实”的项目，而是形式化、机械化的活动。同样是宣传法规政策的志愿服务，党员志愿者、青年志愿者提前调查了解城乡群众在这些方面认识的盲点、遇到的问题，以及吃过哪些亏，需要哪些帮助。这样，志愿者深入社区和农村开展志愿服务集市，入户宣传普及的时候，不仅仅介绍政策内容，发放宣传单页，而且联系社区居民生活中遇到的难题，联系乡村村民生产中遇到的难题，提供详细的解释，帮助群众掌握知识技巧，用好法规政策。我们接触过一个高校法律专业大学生志愿服务队，配合进行惠民法规政策宣传的服务，都会分几次了解群众的困难与需求。深入社区和农村开展志愿服务的时候，都会针对老年人对新政策不太了解，妇女对政策细节关注不够等情况，准备很多案例故事，“以例释法”，帮助群众在日常生活中充分运用，增强守法意识，依法维护权益，具有很好的效果。这支大学生志愿服务队的指导老师说，“虽然学生志愿者提前几次深入村居了解需求、了解情况，费时费力，但是对于普法宣传非常有帮助，能够提高实际效益，是非常值得的。”为此，我们认为“小而实”志愿服务项目的关键，就是贴近群众需求、解决现实问题，促进改善和进步。</span></span></p><p 89);">一是</span>在吸收和借鉴外国经验，吸收和借鉴外地经验的时候，不是照搬照套，不是机械模仿，而是要有取舍、有改进。具体来说就是要取长补短、扬长避短，从而逐渐融合产生更富有特色的志愿服务项目。<span style="font-weight: bold;color: rgb(250, 83, 89);">二是</span>按照上级要求，推进各种服务项目的时候，不是机械应付、直接照搬，而是善于吸收群众的智慧，进行调整补充，形成有吸引力、有魅力的志愿服务项目。<span style="font-weight: bold;color: rgb(250, 83, 89);">三是</span>在吸收各种意见和建议的时候，也要善于发现有价值的元素，进行整合提升，形成具有特殊亮点的项目。如我们发现有一条农村城市化的街道，工业发展、商业发展形成繁荣景象，但是仍然保持许多传统习俗的婚嫁礼品商店，也有老年妇女和中年妇女传承婚嫁文化。为此，社区党委支持志愿者队伍将乡风文明与文化习俗相结合，打造“外婆持家”志愿服务项目，围绕勤俭持家、和美持家、书香持家、孝善持家等内容，在中国特色新时代传承优秀文化，弘扬乡村文明，发挥积极的作用。这种“小而特”的志愿服务项目特别有韵味，特别受欢迎，能够在乡村社区广泛传播。</span></span></p><p bold;">一方面</span>，吸引和激励更多的专业人才、社会能人加入志愿组织，推动“小而专”项目的发展。特别值得注意的是专业人才、专业志愿者不仅仅是专家教授，也不仅仅是专业社工等等；也包括各种实践领域的能工巧匠，也包括各种服务领域的专精能人。<span style="font-weight: bold;color: rgb(250, 83, 89);">另一方面</span>，“小而专”的志愿服务项目就是要将高深的理论、前沿的技术，转化为通俗易懂、便捷实用的技能技巧，让志愿者更好地掌握，更好地运用在志愿服务项目之中。我们记得是在河南省兰考县调查的时候，发现一个“一懂两爱”的农业科技志愿服务项目，非常好、非常有用。这是退休农科人员组成的志愿者队伍，以“懂农业、爱农村、爱农民”为宗旨，深入农村帮助群众掌握农科技术，提高生产水平。在这些科技人员的培养和带动下，农村诞生了很多“土专家”“土人才”，将知识技术与传统经验相结合，帮助农民提高生产水平，增加经济收入。这个项目非常受欢迎，非常受重视，成为全国科技系统推广的专业志愿服务项目。</span></span><span bold;color: rgb(250, 83, 89);">一是</span>不停留在粗糙的内容和形式，而是适应群众新需求做细做好。如乡村振兴志愿服务，不仅仅是帮助农民在产业发展、生活改善方面提供帮助，而且帮助农民乡居改造和庭院美化，更吸引人民群众热爱生活。<span style="font-weight: bold;color: rgb(250, 83, 89);">二是</span>不停留在大呼隆的普遍服务，而是针对同类群体的不同个体需求提供精细化服务。如同样是高龄老人，有些老人喜欢安静地陪伴，有些老人喜欢有人唱歌，有些老人喜欢看人家做手工等等。小而精的志愿服务项目，就是贴近每一个服务对象的需求，做到精准有效。<span style="font-weight: bold;color: rgb(250, 83, 89);">三是</span>不停留在浅层次的服务，而是善于不断延伸不断丰富。我们经常说需求导向，听取群众的需求开展志愿服务。但是，有些服务对象提出的需求可能是简单的、零散的，未能够将内心潜在的愿望需求说出来。这样，志愿者和志愿组织就要思考分析，将群众潜在的丰富多样需求发掘出来，按照美好生活向往打造精致有益的项目，提供有品质、有魅力的志愿服务。如新疆博州温泉县“戍边妈妈情”志愿服务队，针对边境地区官兵需求，开展深入哨所关爱慰问年轻战士，并且进行励志教育和心理辅导的服务，受到官兵的欢迎，产生广泛的影响。“戍边妈妈情”的汉族、哈萨克族、蒙古族、维吾尔族妇女志愿者长年累月坚持关爱帮助、坚持热情交流，让边防哨所的官兵感受温暖、感受温馨，感受来自人民群众的爱和深情。因此，“戍边妈妈情”志愿服务项目获得很多部门的奖励，成为广大志愿者和志愿组织学习的榜样。这就是来自乡村社区志愿者探索的“小而精”项目，具有精心关爱、精细服务的特征。我们要鼓励更多“小而精”项目的产生，打造系列特色品牌。</span></span><span rgb(250, 83, 89);">一是</span>牢记志愿服务的初心，一切从群众的需求出发，志愿者不是高高在上，也不是想当然，而是俯下身子，贴近群众，细致深入了解生活的困难和需求，想方设法提供切实有效的服务。<span style="font-weight: bold;color: rgb(250, 83, 89);">二是</span>志愿者在关爱服务的过程中主动与群众交流，了解群众心态的变化，把握新特征新焦点，将志愿服务越做越深入，越做越周到。<span style="font-weight: bold;color: rgb(250, 83, 89);">三是</span>志愿者要善于理解群众的自尊心和自豪感，在关爱帮助群众的同时，也激发群众友善互助的心愿，提供互帮互助的机会。我们在调查辅导的过程中，发现广州陈晓霞等党员志愿者发起的“红棉暖心”志愿服务项目，坚持十多年，从关爱帮助失独老人到孤独症儿童、单亲家庭子女等。项目非常小，落地在社区、小区等等，但是效果非常好，引起社会的广泛关注。“红棉暖心”志愿服务项目<span style="font-weight: bold;">实现发展的三步曲</span>：<span style="font-weight: bold;color: rgb(250, 83, 89);">第一步</span>就是党员和团员志愿者深入社区关爱帮助失独老人、孤独症儿童等。这时候附近有些居民不理解、不信任，冷眼旁观，认为是在“做秀”“搞形式”。<span style="font-weight: bold;color: rgb(250, 83, 89);">第二步</span>就是因为党团员志愿者坚持每周前来社区关爱帮助失独老人、孤独症儿童等，感染和感动了周边的邻居。这些居民说，“原来以为你们做秀，没有想到是真心实意、长期坚持关爱服务的。我们也想参加，可不可以？”于是，“红棉暖心”项目就吸纳周边居民做志愿者，参与关爱扶助的服务。<span style="font-weight: bold;color: rgb(250, 83, 89);">第三步</span>是吸引和激励服务对象成为志愿者，参与为社会他人做奉献。“红棉暖心”项目的志愿者在关爱帮助失独老人、孤独症儿童、单亲家庭子女的时候，也鼓励他们发挥一技之长，力所能及地回馈社会、帮助他人。如陈晓霞等下载短视频，教会孤独症儿童做手工花，做好之后赠送给老人、流动儿童等，让自己的生活更自信、更快乐。后来，“红棉暖心”项目团队还拍摄失独老人、孤独症儿童、单亲家庭子女当志愿者导师，教授其他人做手工花、公益品的视频，作为教学视频免费播放，提供其他人群学习。据说，孤独症儿童看到自己讲授做手工花等视频播放出来，非常开心、非常自豪，感觉自己是有用的人，更加有信心生活了。所以说，志愿者项目的“金杯银杯不如老百姓的口碑”。小而好的志愿服务项目，就是做到群众的心里满意，做到群众的生活受惠，做到群众的广泛赞誉。</span></span><span 89);">三是</span>展示小而美志愿服务项目的魅力，激励更多的志愿者在服务中成长，成为具有特长的人才，促进项目具有持久发展的生命力。我们十多年前在广东省佛山市南海区西樵镇樵华社区调查的时候，发现有一个老党员、退休人员黄伍根发起的“红根大叔”志愿服务队，围绕社区农村的安全巡防服务、特殊人群的关爱照顾、邻里纠纷的协调化解、一河两岸的生态保护等，开展多样化的服务。伴随社会文明发展，广大干部群众对志愿服务的参与热情提高，如今形成“红根一代”“红根二代”“红根三代”志愿者群体。“红根一代”就是六七十岁的老年志愿者，时间多、热情高，做好日常关爱和治理的服务。“红根二代”是三四十岁的中年志愿者，工作忙、时间少，但是有经验、有资源，为社区志愿服务献策献力。“红根三代”是十几二十岁的青少年，运用创新思维，提升社区志愿服务的水平，增强社区志愿服务的吸引力。社区书记说，“谭教授，我们现在不用专门安排很多志愿服务活动了，红根一代、二代、三代的志愿者非常积极，根据社区需要和群众需求策划志愿服务活动，并且在各个小区轮流开展服务。因此，几乎每个周末，小区都有丰富多样的志愿服务活动。”可见，小而强的志愿服务项目，就是分布广、落实好，吸引广大志愿者参与，关爱帮助不同类型的群众，能够发挥越来越好的作用。</span></span><span 很认同“小而实”是“小而美”项目的基础！结合实践，补充三点建议：一是前期多用问卷或入户访谈精准摸需求，避免“自嗨式”服务；二是聚焦细分场景（如独居老人送餐、社区儿童四点半课堂），做深不做泛；三是善用本地资源联动（比如联合周边商户、学校），轻量启动更可持续。具体操作时还得根据当地情况调整，必要时可请教有经验的公益组织哦~
