border-width: 1px; border-color: rgb(25, 15, 73); padding-right: 30px; padding-left: 30px; align-self: flex-start; flex: 0 0 auto; box-sizing: border-box;"><section style="text-align: justify;box-sizing: border-box;" powered-by="xiumi.us"><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p></section><section style="text-align: justify;box-sizing: border-box;" powered-by="xiumi.us"><p style="box-sizing: border-box;">近年来,我国公益慈善事业发展备受关注,《中华人民共和国慈善法》及其配套法规政策不断完善,慈善组织和慈善信托的数量逐渐增加,互联网公益平台发展风生水起。但是,从每万人拥有慈善组织数量、全国捐赠总额占GDP比例、人均捐赠额、志愿服务参与率等指标来看,我国的慈善事业还处于比较初级的发展水平。在世界捐赠指数(World Giving Index)排名中,中国连续多年排名垫底。这个结论固然有文化差异导致的认知偏差,但也不可否认,我国慈善事业尚处于发展不均衡、现代公益观念有待普及、公众参与机制尚未完善有关。长远来看,这将影响公益慈善行业的健康发展。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">在过去较长时间内,我国的公民道德培育和针对未成年人的社会实践活动都未受到足够重视,导致我国青少年在观念和行为上一度暴露出不少问题。中国青少年研究中心课题组于2012年的一项调查表明,“中国高中生的人生价值观看重‘家庭美满’和‘收入高’,但社会奉献意识略有不足”,“对‘当地的事’、‘国家的事’关注度也较低,参与社区活动和志愿者服务不多”。2015年另有一个针对全国60所中小学的调查发现,中学生中从未参加过课外公益活动的占63.6%,经常参加的只占7.2%;而小学生经常参加课外公益性活动的只有16.9%,参加课外公益活动3小时以上的只占4.2%。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">下一代的社会责任感和道德教育已经引起各方面重视。2016年,慈善法第八十八条提出“国家采取措施弘扬慈善文化,培育公民慈善意识”,“将慈善文化纳入教育教学内容”也成为学校等教育机构的责任。2019年,中共中央、国务院印发《新时代公民道德建设实施纲要》提出“四德”建设(社会公德、职业道德、家庭美德、个人品德),指出“学校是公民道德建设的重要阵地”,并要求“把立德树人贯穿学校教育全过程”,要注重“开展社会实践活动……更好认识社会、了解国情,增强社会责任感”。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">2021年,《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》(简称“双减”政策)正式落地,其根本目的是缓解家长教育焦虑,减轻学生课业负担。但政策出台后却看到不少家长从“鸡娃”进入到“躺平”的状态,陷入了不知道如何教育孩子甚至如何与孩子相处的迷茫,加之受新冠疫情影响,两年来儿童自伤自杀事件频发,痛心之余也进一步引发了我们对教育的思考,并尝试立足公益慈善行业,寻求破解教育之困的举措。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">公益慈善与教育的联系一直非常紧密。一方面,从汉代的“义学”到新中国的“希望工程”,公益慈善对教育的支持由来已久;另一方面,慈心善举自古以来便是“四端之心”及“理论五常”的生动诠释,慈善的道德属性使其具备了促进参与者自身道德发展和感召受助者和旁观者的教育功能,公益慈善教育成为推动儿童发展的积极举措。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">儿童素养教育是北京老牛兄妹公益基金会的重点资助领域之一。2019年基金会支持本团队开展了“中国基金会在儿童教育领域的探索与实践”研究,从公益基金会支持教育的角度,对基金会参与儿童教育议题支持的现状进行了扫描和梳理,为基金会及其他在儿童教育领域开展工作的组织提供了更丰富多元和有价值的经验参考。2021年,基金会继续支持本团队开展“儿童公益素养提升计划”,旨在通过慈善启蒙和行动参与提升我国中小学生的劳动实践能力和领导力的同时,也为社会培育认同现代慈善理念、具有责任感的未来公民。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">本报告为“儿童公益素养提升计划”的项目成果之一。基于家校社协同共育的大教育理念框架,结合文献研究、访谈资料与问卷调查,报告从需求与供给两端,梳理家长、学校、社会组织和商业教育机构在家庭、学校、社会三个场域开展公益慈善教育的创新实践,并对标考察国外儿童慈善教育的成熟经验(主要是美国和法国),希望为国内构建儿童公益素养模型、发展中小学生慈善教育提供基础。</p></section><section style="text-align: justify;box-sizing: border-box;" powered-by="xiumi.us"><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p></section></section></section></section><section style="box-sizing: border-box;" powered-by="xiumi.us"><section style="text-align: left;
