福特基金会谷青：公益慈善归根到底是解决问题，还是预防问题？

border-box;">本文为福特基金会项目官员谷青在此次会议上的总结发言。她分享了自己对于中国公益慈善事业发展的两个发现，并提出了两个值得思考的问题：（1）如何充分发挥现有的基金会数据库、公益慈善事业数据库的价值和作用？（2）公益慈善最根本的是解决社会问题，还是修复漏洞、防止问题的出现？</span></p><p style="box-sizing: border-box;">春回大地，行善共赢。我非常荣幸能够代表福特基金会参加今天由中国发展研究基金会与亚洲公益事业研究中心共同举办的《中国慈善论坛》，并诚挚祝贺《中国社会公益慈善指南》发布。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">今天的论坛有着特别的意义。首先，这是中外公益慈善领域以循证研究成果为支撑的一次深度对话。我们非常荣幸能够促成中国发展研究基金会与亚洲公益事业研究中心的合作。亚洲公益事业研究中心提出“中国社会公益指南<span style="color: rgb(150, 150, 150);font-size: 12px;box-sizing: border-box;">（China Issue Guide）</span>”的研究想法时，我们看到了这一研究的独特价值：它聚焦中国公益事业发展的几个重点领域——脱贫、教育、医疗健康和环境保护，却与多项聚焦同类领域的研究截然不同，其切入点不在于总结公益慈善事业的成绩，而在于为慈善家提供一个全方位的指南：目前各公益领域的基线在哪里，有什么样的行动，下一步应该关注什么，如何让公益更有效。其次，今天的活动高朋满座，有多位国内知名基金会的秘书长，也有国际基金会的首席代表，嘉宾们就医疗公益和环境公益的讨论内容非常充实，思想火花不断碰撞。我从中看到了各资助方协作的重要价值。借用CAPS在报告致谢中所提及的一句话：中国的公益慈善事业“行道不孤”。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">论坛已近尾声，与大家分享我的发现，并提出几个问题：</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;">发现一：中国公益事业的生态圈正在形成，各个参与方的互动正在推动形成更加良性共生的系统。</span></strong>政府、基金会、企业等利益攸关方有更多可协同的共同议题，并可以相互补位，为社会问题的解决找到更加优化的方案。通过今天各位嘉宾的高见以及研究成果的分享可以看出，在中国，人们对公益慈善事业的兴趣和参与度越来越高，政府政策——如方晋秘书长谈到的共同富裕——为公益事业发展提供了更大的成长空间。<strong style="box-sizing: border-box;"><span style="color: rgb(56, 143, 214);box-sizing: border-box;">在响应政府政策的同时，企业、基金会或慈善家都有空间来决定具体参与公益事业的方式及领域，而且很多领域都切实存在对公益事业的大量需求。</span></strong></p><p border-box;">发现二：国际交流对中国公益慈善事业的发展有非常积极的价值和作用，这个潜力还在进一步开发中。</span></strong>研究协作的双方——中国发展研究基金会和亚洲公益事业中心，把中国的公益慈善放在了国际公益慈善的大家庭里，具备国际视角的研究方法和分析手段为我们打开了更多的思路和视角，使我们在面对很多公益慈善领域老生常谈的议题时获得了更加多维的发现，有耳目一新的感觉。中外公益慈善的交流与对话在未来的潜力不可小<span style="color: rgb(62, 62, 62);box-sizing: border-box;">觑，非常希望</span><strong style="box-sizing: border-box;"><span style="color: rgb(56, 143, 214);box-sizing: 214);box-sizing: border-box;">国际公益慈善大家庭更重视来自中国公益慈善发展的宝贵经验。</span></strong></p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">我还有两个问题，希望能够抛砖引玉，让我们大家在回味今天研讨会的内容时，还可以有更深入的思考。</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">问题一：我们离循证研究不可或缺的数据支撑还有多远？在报告的附件一方法论和数据来源一篇，我们可以看到夏露萍教授和她的团队，为了这个研究，从0到1，徒手建立了一个包含中国各基金会实施或资助的4万多个项目的数据库。在为CAPS点赞的同时，我也在考虑，也鼓励大家积极地去想一下这个问题，<strong style="box-sizing: border-box;"><span style="color: rgb(56, 143, 214);box-sizing: border-box;">如何充分发挥现有的基金会数据库、甚或是中国公益慈善事业数据库的价值和作用，能够为更多有价值的公益慈善研究提供有效的数据支撑？</span></strong>希望大家共同去寻找答案！</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;">问题二：我非常赞同报告在“结论”部分的一个发现，其实我认为它是<strong style="box-sizing: border-box;"><span style="color: rgb(56, 143, 214);box-sizing: border-box;">中国公益慈善的一个绝佳问题，即：公益慈善最根本的是解决社会问题，还是修复系统性的漏洞，以防止问题的出现？</span></strong>这也与今天我们对医疗健康的讨论强相关，它非常像我们对医疗体系的一个认知：我们应该把资源放在出现病症之后的修复性医疗，还是应该把资源前置，放在防止病症的出现？正如报告引用的慈善家郭美玲女士的话：“真正的健康问题，应该从预防端入手，进行健康教育、提高健康意识是关键。我希望大众不吃药、不打针，就能维持健康。”</p><p style="box-sizing: border-box;"><br style="box-sizing: border-box;"></p><p style="box-sizing: border-box;"><strong style="box-sizing: border-box;"><span style="color: rgb(56, 143, 214);box-sizing: border-box;">这是一个值得中国公益慈善界思考的问题：我们的公益慈善是否应该在预防问题出现的系统上深耕细作，而不是放纵问题的出现和发展，在修复性的解决方案上不遗余力？更进一步说，我们是否需要考虑公益慈善资源投入的产出比，预防问题出现是否比等问题出现后再去解决让公益慈善更为有效？如果将公益慈善的资源前置，放在预防社会问题出现上，我们目前的公益慈善事业需要做出什么改变？</span></strong></p><p
